Should I build in PHP5 or PHP4?

I'm launching a brand new site and will be using php as the language. Should the site be coded in PHP4 or PHP5? The programmer I'm working with codes in PHP4 with lots of scripts already developed & wouldn't be able to re-write to PHP5, which is sort of puzzling since I’m told that any programmer should be able to re-write code to a higher version
